The graffiti can be considered an art, if you look at this as an act of innovation or even improved by this art to another subject. Of course, there are many couples in which the rebellion is manifested in these types of cases, and that makes the graffiti miss the idea of being an art, making people call it an act of vandalism or rebellion. The cities of Glasgow and Melbourne are completely innovative when it comes to this, because the people, usually young, use the graffiti and its ability to do so, to beautify the city, which is really fantastic, in my view .
